A man who police said served as a volunteer firefighter is facing felony charges.
Police said he tried to lure two 12-year-old girls into his truck.
It was a scary situation that unfolded right in front of an on-duty police officer.
Two young girls tell police they were walking back from a baseball game when they were approached by a middle-aged man in a White Ford F-150.
Police said it was on D Street when Paul Dabbs of Johnstown first whistled at two 12-year-old girls who were walking on the sidewalk Tuesday afternoon.
Before crossing the street, the girls noticed the truck appeared to be going straight.
So, police said they continued to cross the intersection.
When the truck caught up with the two girls at the area of Chandler and Fairfield, investigators said Dabbs blew a kiss to both of them, and pulled on the curb to stop.
According to the complaint, Dabbs said to the girls, 'If i give you some pizza, what would you do for it?'
The girls said, 'nothing.'
Dabbs then tried to offer them money according to the complaint.
A West Hills Police Officer noticed the girls standing away from the truck before a relative started to approach the man inside causing Dabbs to pull away.
"The girls did what they needed to do and we encourage that. We encourage them to seek shelter, seek where they need to be. Run to the nearest house that they see if they see somebody on the street. We encourage them to do what they did, and they did the right thing," Mark Britton with the Johnstown Police Department said.
We looked on Dabbs' Facebook page and found a picture of him when he was a volunteer fireman.
He's charged with luring a child into a motor vehicle and criminal solicitation.
According to the criminal complaint, police spoke with Dabbs Tuesday night.
He told police he only waved to the girls and did nothing else.

For the last five weeks several officers from Clearfield and Jefferson County have been undergoing training through the Right Turn Crisis Intervention Team (CIT) program.
On Wednesday afternoon police officers, probation officers and corrections officers graduated from the program at the Indiana University of Pennsylvania campus in Punxsutawney.
The group of officers is the inaugural class of officers trained through the program in Clearfield and Jefferson County.
The Right Turn Program is a joint effort of the Clearfield and Jefferson County Criminal Justice Advisory boards.
The purpose of the program is to teach officers how to handle people who are in crisis situations or people who have behavioral problems.
The program also teaches officers to know how to approach certain situations without having to arrest someone who might have a behavioral issue.
"We usually end up having to get physical with mentally ill patients. This will help cut down on officer injury, plus cut back on having more people put in jail who don't belong in jail," said Clearfield borough officer John Brown.
Organizers are hoping that they eventually will be able to offer the program training two or three times a year.
State prosecutors and Jerry Sandusky’s defense attorney met with presiding Judge John Cleland for more than two hours at a closed door status conference hearing inside the Centre County courthouse on Wednesday morning.
Defense attorney Joe Amendola filed a new court motion, asking the judge to drop nearly all of the child sex abuse charges filed against the former Penn State defensive coordinator last year, citing vague allegations, as well as charges connected to two alleged victims who still have not been identified or located by prosecutors.
Amendola and Deputy Attorney General Joseph McGettigan declined to comment about specifics of the hearing as they left the courthouse, citing a gag order handed down by the judge.
6News has confirmed that several hundred jury duty summons have been mailed out to Centre County residents with a standard questionnaire, and that nearly 200 have been returned.
The judge has yet to rule on Amendola’s second request to delay the trial, which is set to start with Jury selection on June 5.
